เป็นฐานความผิดอาญา ที่ผู้กระทำก่อให้เกิดอันตรายอย่างร้ายแรงต่อบุคคล ต่อทรัพย์สินอันเป็นสาธารณะ หรือต่อทรัพย์สินของรัฐหนึ่งรัฐใด หรือของบุคคลใดหรือต่อสิ่งแวดล้อมอันก่อให้เกิดความเสียหายทางเศรษฐกิจอย่างสำคัญ โดยผู้กระทำมุ่งหมายเพื่อขู่เข็ญหรือบังคับรัฐบาลไทย รัฐบาลต่างประเทศ หรือองค์การระหว่างประเทศ ให้กระทำหรือไม่กระทำการใดอันจะก่อให้เกิดความเสียหายอย่างร้ายแรง หรือเพื่อสร้างความปั่นป่วนโดยให้เกิดความหวาดกลัวในหมู่ประชาชน แต่ทั้งนี้ไม่รวมถึงการใช้เสรีภาพตามรัฐธรรมนูญ.

(Noun) A criminal offense in which the perpetrator causes serious harm to persons, public property, state property, or the environment, resulting in significant economic damage, with the intent to intimidate or coerce the Thai government, foreign governments, or international organizations to act or refrain from acting in a way that causes serious harm, or to create public disorder by instilling fear among the population.
