ข้าราชการฝ่ายยุติธรรมตำแหน่งปลัดนั่งศาลหรือราชปลัดนั่งศาลต่าง ๆ ในราชธานี อาทิ กรมกลาโหมมีขุนประชาเสพราชปลัดนั่งศาลอาชญานอก กรมวังมีขุนอินอาญาปลัดนั่งศาลอาชญาวัง, ใช้เป็นสำนวนว่า ขุนโรงขุนศาล เช่น กฎให้แก่ขุนโรงขุนศาลผู้พิจารณาเนื้อความทุกหมู่ทุกกรมในกรุงนอกกรุงจงทั่ว (สามดวง), ขุนสาน หรือ ขุนสาร ก็ว่า.
